Allows herbicidal treatments with Sonar (for fanwort) and diquat (for other weeds)

Designates FPC as responsible for implementing the program.
1. Our lake management program operates under an Order of Conditions approved by the Andover Conservation Commission. The our program was incorporated into an OOC in 2005, as a 5-year order, and the Order was extended at the end of 2009 for an additional three years.
2. The OOC allows us to employ certain herbicides to control weeds. We need to submit a plan any year we want to use herbicide, but we don't need to go through a long process to get approval.
3. The OOC also covers hydro-raking and winter drawdowns.
4. All the work we do on the dam is also covered, so we don't need go through additional formalities when we do repairs.
5. Finally, the FPC is designated as responsible for carrying out the program. We get formal recognition in OOC, which puts us into a partnership with the Town. Because the Pond itself is a public resource, the Town has been extremely cooperative in assisting us in our stewardship mission. For example, without the Town's help, hydro-raking would entail each and every homeowner filing, at considerable expense, an application to hydro-rake, and the costs would become prohibitive.
