August 11, 2019
4 Foster's Pond Road, Andover
3:05 p.m. to 3:15 p.m.
About 65 people attended the 2019 summer picnic and meeting of the Foster's Pond Corporation. It was the 15th annual FPC picnic.
The four-hour event was held at the home of Qiurong He and Yan Wang, 4 Foster's Pond Road. Most attendees stayed for the entire afternoon, as kids played lawn games and adults sat in the shade and chatted with old friends and new neighbors.
FPC President Steve Cotton called the formal meeting to order at 3:05 p.m. He thanked Qiurong and Yan, the officers and directors of the Corporation, and the area residents who have volunteered on behalf of the Foster's Pond community.
Steve welcomed four newly-arrived families to the Foster's Pond area. He urged them - and everyone else attending the event - to volunteer and give generously to the Corporation, noting that we are an all-volunteer community-based organization which depends entirely on the support of residents and visitors who love Foster's Pond.
Steve gave a brief report on this Summer's two algae treatments and weed treatments for fanwort. He said that the Corporation's experiment with using divers to supplement the chemical control of fanwort was still on-going, and that he expected them to finish their work in the next week or two.
He also noted that 2019 was proving to be an unusually expensive year for FPC operations, due to a new State requirement that owners of dams like ours must engage a civil engineer to prepare an Emergency Action Plan for first responders to follow in the event of a catastrophic dam failure. He said that the EAP for the Foster's Pond Dam was nearly complete, at a cost of several thousand dollars.
The meeting was adjourned at 3:15 p.m.
